As such, ATC'. commits to provide personnel of the highest caliber to execute on the subject project and ensure all project milestones are completed with maxnnum efficiency. By way of skills, relationships and local knowledge we feel our team is best suited to execute on the subject project. Furthermore, our team has a wealth of operational resources at its disposal to ensure successful project completion. Available resources include the following: • An in-house Geographic Information Systems (GIS) team • A robust proprietary project management software program • Oracle e-business suite software for tracking and reporting of all fmancial data • Deep in-house teams of personnel who are available to provide engineering, administrative, legal, regulatory, accounting and other specialized support • A pool ofpre-approved external contractors for assistance with highly specialized project requirements. e) Key personnel proposed as project team members, including detailed resumes. Clearly identify sub consultants, if proposed, with similar information. ATC's general consulting services and tower development activities would be performed primarily by seasoned employees based in our Cary, North Carolina office facility. Specific personnel resumes will be provided at a later point, once the project's parameters and needs are more firmly established. In short, ATC would designate one lead project manager who would remain as the County's key point of contact once the project commences. Prior to project commencement, ATC's Stephen Baker (contact information above; resume attached) is to remain the County's primary contact. f) Examples of specific knowledge, expertise and project management experience related to this type of project. ATC is uniquely qualified to be the County's partner for the subject project. ATC has been constructing, owning, operating, managing and maintaining wireless communication tower facilities since 1995. During its existence, ATC has been an industry leader in all facets of its core business. As described more fully on the cover letter enclosed herein, ATC's fmancial strength, operational excellence, carrier relationships and local knowledge are the prime tenets which differentiate our proposal from others. Compared to peers, ATC offers the following marked strengths: o ATC is better capitalized than its peer group o ATC is more fmancially and operationally stable than its peer group o ATC has deeper and broader customer relationships than its peer group 3 o ATC operates more effectively and efficiently than its peer group We feel very confident in our abilities to execute on the subject project and provide meaningful value to the County. g) Descriptions of recent and related projects completed by the firm. ATC has hundreds of active projects throughout the State of North Carolina. As described above (see cover letter), ATC owns and operates over 980 communications sites in the State of North Carolina, 15 of which are within Orange County. Our ongoing project primarily involve: (a) upgrading existing wireless communication tower facilities to accommodate additional users; and (b) developing new wireless communication tower facilities. h) References of at least three clients for which your firm has provided similar professional services. ATC has ongoing favorable landlord /tenant relationships with local, regional and federal governmental agencies. Our broadest such relationships are those with the Florida Department of Transportation (FDOT) and United States Postal Service CUSPS), whereby we are the exclusive authorized partner for the development of wireless communication facilities on properties controlled by the subject parties.
