"The firm or firms selected would be co-applicants with <br />Orange County through the American. Recovery & Reinvestment Act -Broadband Access Grants (RUS Broadband <br />Initiatives Program [BIP] and the NTIA Broadband Technology Opportunities Program [BTOP]). <br />L Introduction <br />A. Description of Issuing Agency <br />The Orange County is issuing this Request for Proposal (RFP) on behalf of the Planning and Inspection <br />Department (Planning Department). The agency provides a full range of planning. and development review <br />services for the unincorporated portions of Orange County. <br />B. Selection of Qualified Firm <br />The Broadband Work Group will review the responses to the RFP and make recommendation to the Board of <br />County Commissioners (BOCC) to begin negotiation with a firm to carry out the task of development of a vision <br />for future broadband coverage throughout rural Orange County. The BOCC has the sole authority to select or <br />reject any or all responses to the RFP. A specific scope of services, budget and time line will be negotiated with <br />the selected firm, and an agreement will ultimately be executed. <br />II. Scope of Services <br />Broadband Work Group <br />The selected firm will work directly with the Planning Department, under the direction of Craig Benedict, <br />AICP, the County Manager or designee, the Asset Management and Purchasing Services Department, the <br />Economic Development Department, the Emergency Management Department, and the Information <br />Technology Department. Periodic reports will be presented to the Work Group for discussion, review, and <br />recommendation. <br />Available and Relevant Studies, Surveys, and Plans <br />Available resource materials, which may be relevant to the project, include the following and are available <br />upon request: Orange County Broadband Service Inventory, Number of Households Unserved by Broadband <br />Provider by Census Block, Density of Households Unserved by Broadband Provider by Census Block, a <br />mapped inventory of Telecommunication Sites, Emergency Services Current and Future Stations, and partial <br />mapping of cable services. <br />Existing Broadband Conditions. <br />The selected firm will be requested to investigate all aspects of wireless, broadband service coverage within the <br />designated un-served and under served portions of rural Orange County. The proposed scope of services would <br />include, but not be limited to wireless cell tower placement, tower system management, emergency <br />
