designed by Charles Hartmann, a noted North Carolina architect out of Greensboro who <br />designed the Jefferson Pilot building. The smaller building at 112 N. Churton was built by state <br />attorney general Sandy Graham and is a unique structure for its time." <br />Preservation NC can assume the stewardship role and ensure the Board's goal to preserve the <br />building's historical character is met both now and with subsequent purchases. A Historic <br />Preservation easement would be executed for each property at the time of sale and recorded <br />at the Register of Deeds as part of the Deed (copy attached). Upon execution of the <br />Agreement, the County would have no future responsibility regarding the use of the property. <br />Preservation NC requests donations to provide these stewardship duties. Although the fees <br />could be paid by the County upfront, the Foundation reports the smoothest alternative for the <br />County would be to make the easement a condition of the sale where the agreement is between <br />the Preservation NC and the buyer and is recorded at time of closing. Preservation NC is <br />suggesting a surcharge of $3,000 for the smaller property (118 N. Churton); and $7,000 for the <br />larger building (112 N. Churton). <br />Should the Board choose to exercise this option, the Historic Preservation Agreements will be <br />referenced in the advertisement for the sale of the properties, along with the specific surcharge <br />as indicated for each of the properties. The sale will be conditioned upon the highest <br />successful bidder's execution of an agreement with Preservation NC. <br />FINANCIAL IMPACT: <br />Homestead Center <br />Funds received from the sale of the Homestead Center ($275,000) will be placed in the General <br />Fund. The Board had previously discussed earmarking the funds for specific purposes, after <br />which the funds could be re-appropriated and the appropriate ordinance approved. <br />Churton Street Properties <br />No financial impact will be realized until such time those two properties are sold and proceeds <br />received. <br />Each of the properties would be assessed a surcharge over and above the highest bid received <br />to cover stewardship fees of Preservation NC as follows: 118 N. Churton Street - $3,000; and <br />112 N Churton Street - $7,000. These funds would go directly to Preservation NC at closing. <br />RECOMMENDATION(S): The Manager recommends the Board pursue the following actions <br />to consummate the sale of the Homestead Community Center: <br />• Accept the offer submitted by Chapel Hill Training Outreach Project in the amount of <br />$275,000; and <br />• Approve the attached resolution and authorize the Chair to sign as appropriate; and <br />• Authorize the County Attorney and staff to create the appropriate paperwork for <br />completion of the sale; and <br />• Authorize the Chair and Manager to sign documents as may be required to consummate <br />the sale. <br />For the properties at 112 and 118 N. Churton Street, the Manager recommends the Board: <br />authorize staff to re-advertise the properties with Historic Preservation Agreements stipulated as <br />requirements of the sale along with the surcharge requirements to Preservation NC as outlined <br />herein. <br />
