ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 15, 2009 <br />Action Agen a <br />Item No. - <br />SUBJECT: Contribution to Hillsborough for West Margaret Lane Sidewalk <br />DEPARTMENT: Asset Management & <br />Purchasing Services <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Letter of Request from Town Manager <br />Project Cost Estimate <br />Site Plan <br />INFORMATION CONTACT: <br />Pam Jones, 245-2652 <br />PURPOSE: To consider partnering with the Town of Hillsborough to construct a sidewalk <br />connecting the existing sidewalk in front of the new Library to Churton Street (see attached area <br />map). <br />BACKGROUND: In accordance with approved plans, the County constructed a sidewalk along <br />the frontage of the West Campus project. The sidewalk terminates at the County's property <br />line leaving the area to Churton Street without easy pedestrian access. <br />The Town of Hillsborough has requested the County be an equal partner in the construction of <br />sidewalk which would extend along the south side of Margaret Lane to Churton Street. Brick <br />pavers are proposed to match the sidewalk material at the West Campus project. <br />The North Carolina Department of Transportation (NCDOT) is expected to also participate and <br />provide partial funding for the pedestrian signal head at the Churton Street crossing. This will <br />make all four corners of the intersection pedestrian friendly and will allow much safer passage <br />for pedestrians. <br />Construction would be occur under a contract issued through the Town and would commence <br />as quickly as funding is secured. <br />FINANCIAL IMPACT: Per the attached letter, the Town is asking the County to support 50% of <br />the $77,550 project cost - $38,775. Sufficient funds are available within the County Campus <br />Project fund to support the expenditure. <br />RECOMMENDATION(S): The Manager recommends the Board approve the sidewalk <br />contribution not to exceed $38,775 to be paid from the County Campus Project Fund; and <br />authorize the Manager or his designee to execute documents as may be required to effect the <br />expenditure. <br />
