Tax Administrator Job Description <br />INFORMATION CONTACT: <br />Frank Clifton, County Manager, 245-2300 <br />Michael McGinnis, Human Resources <br />Director, 245-2552 <br />Allison Newcomer, Classification and Pay <br />Manager, 245-2555 <br />PURPOSE: To appoint a new Tax Assessor, change the appointment term of the Tax <br />Collector, and establish the Tax Administrator classification. <br />BACKGROUND: Chapter 105-294 of the North Carolina General Statutes requires the Board <br />of County Commissioners appoint a tax assessor for a period not less than two nor more than <br />four years. On May 5, 2009 the Board of County Commissioners appointed John Smith, Jr. as <br />the Orange County Tax Assessor for atwo-year term from July 1, 2009 through June 30, 2011. <br />In September 2009 John Smith, Jr. announced retirement plans effective January 1, 2010. <br />Chapter 105-349 of the North Carolina General Statutes requires the Board of County <br />Commissioners appoint a tax collector "for a term to be determined by the governing board". <br />On May 5, 2009 the Board of County Commissioners appointed Jo Roberson as the Orange <br />County Tax Collector for afour-year term from July 1, 2009 through June 30, 2013. <br />On September 15, 2009 the Board approved staffs efforts to consolidate the Tax Assessor's <br />and Tax Collector's Offices to a newly established Tax Office to be directed by a new <br />classification, Tax Administrator. (See Attachment 1) <br />Section 5.1 of Article VI of the Orange County Personnel Ordinance provides that the Board of <br />County Commissioners adopts the position classification plan and approves any amendments <br />to: <br />• Add or delete a class; <br />• Change the title of an existing class; <br />• Revise the salary grade of an established class. <br />
