Voter ayes, Commissioners Whitted, Gustaveson, <br />Barnes and Willhoit; noes, Commissioner Walker. <br />Mrs. Josephine Barbour questioned the number of appointees to this <br />task force as compared to the Water Resources Planning and Protection <br />Task Force. <br />Commissioner Gustaveson moved Commissioner Walker be nominated <br />as Chairman of the Agricultural Task Force. Commissioner Walker requested <br />his name be withdrawn from nominations. Commissioner Gustaveson with- <br />drew his nomination. <br />Commissioner.Walker nominated Commissioner Barnes. There being <br />no further nominations, Commissioner Walker moved, seconded by Commissioner <br />Willhoit, to appoint Commissioner Barnes as Chairperson of the Agricultural <br />Task Force. Vote: ayes, 5; noes, 0. <br />Commissioner Willhoit moved, seconded by Commissioner Whitted, the <br />Board adapt a charge for the Agricultural Task Force which would be to <br />prepare a report to the Commissioners on the state of agriculture in Orange <br />County as supporting information for development of the county's Land <br />Use Plan with objectives listed below: <br />1) Consider desirability of the county taking measures to preserve <br />prime and/or unique agricultural lands and, if desirable, re:~~^_w techniques <br />through which this might be accomplished. Examples of techniques to be <br />considered may include, but need not be limited to the following: <br />a) differential assessments, b) exclusive agricultural zoning, <br />c) agricultural districts, d) fee simple purchase and lease hack, <br />e) transfer of development rights and f) purchase of development rights. <br />2} Consider impacts of public projects such as roads, road construction, <br />reservoirs, etc., on farming activities. <br />3) Consider impacts of farming on environmental quality, e.g., water, <br />air, creation of "nuisances". <br />4) Compile data on agricultural lands in Orange County such as rate <br />at which farm land is being converted to non-farm use, economic yield as <br />a function of crop and soil type. <br />Vote: ayes, 5; noes, 0. <br />
