17 <br />MENTAL HEALTH TASK FORCE REPORT <br />ATTACHMENT C <br />Work Group Notes <br />Mental Health Service Delivery System <br />0-2 AGE GROUP <br />^ Referrals come from a variety of sources including DPH, DSS, school systems, families, child care, Early <br />Head Start and other community agencies. <br />^ TEACCH is an important resource for individuals who need to be assessed, or have been diagnosed with <br />Pervasive Developmental Disorder or Autism. Families move to Chapel Hill to access TEACCH. <br />^ Although pediatricians are not the PRIMARY point of entry, there is a widespread effort to increase <br />refen-als through the "medical home". There is a requirement that children who have Medicaid and are in the <br />Carolina Access system be given a developmental screening at each well-child visit. Adherence to this <br />requirement could help identify children for referral to the CDSA for assessment. <br />Funding Sources <br />^ Infant Toddler (In services are funded through Medicaid, Public Health (Purchase of Medical Care <br />System) and private insurance. <br />^ Children referred for Infant Toddler services primarily qualify under "developmentally delayed". <br />^ If children are referred for mental health concerns and don't qualify for Infant Toddler services they can <br />be funded through Medicaid, or on rare occasion, with state mental health funding. Providers are all private <br />under this system. <br />^ Enhanced services through DMH do not include this group.
