ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 15, 2009 <br />Action Agenda <br />Item No. ~~ <br />SUBJECT: Presentation from NC Budget and Tax Center <br />DEPARTMENT: County Commissioners PUBLIC HEARING: (Y/N) No <br />County Manager <br />ATTACHMENT(S): <br />None <br />INFORMATION CONTACT: <br />Valerie Foushee, Chair, Board of <br />County Commissioners, 245-2130 <br />Frank Clifton, Manager, 245-2300 <br />PURPOSE: To receive a presentation from staff with the North Carolina Budget and Tax <br />Center providing an overview of the State's budget outlook for the upcoming year and the <br />proposed comprehensive tax reform effort. <br />BACKGROUND: Orange County Board of Commissioners' Chair Valerie Foushee has recently <br />been in contact with Senator Ellie Kinnaird regarding the upcoming 2010 session of the North <br />Carolina General Assembly. This discussion has included potential budgetary and financial <br />actions that could occur at the State level impacting Orange County. Senator Kinnaird <br />suggested that the Board of Commissioners receive a presentation from North Carolina Budget <br />and Tax Center staff providing an overview of the State's budget outlook (looking back at last <br />session and looking forward to new challenges) as well as information concerning the State's <br />proposed comprehensive tax reform and its impacts on Orange County. <br />Meg Gray, a public policy analyst with the Center, will present information to the Board and <br />respond to comments and questions. <br />FINANCIAL IMPACT: There is no financial impact associated with receiving the presentation. <br />RECOMMENDATION(S): The Manager recommends that the Board receive the presentation <br />and provide any questions and/or feedback to Ms. Gray and County staff. <br />
