ti~~^ V ~~~ <br />Agenda Item 4: Discussion IV-D Program <br />Mr. Robert Coates, Region III, IV-D Gonsultant, answered questions <br />raised by the Board concerning the financing, administration and cost <br />effectiveness of the IV-D program. He said his office was committed to <br />train personnel and offer needed assistance to the county's program. <br />The Finance Officer gave a brief explanation of the support enforcement <br />funds as outlined in his memorandum of April 17, 1979. For copy of this <br />memorandum, see page ~~ ~ of this book. <br />Agenda Item 5: Petition b Scan Data Cor oration <br />Mr. Jim Taylor of Scan Data Corporation was present to request <br />relief of tax bills, penalties and interest for 1972, 1973 and 1974 <br />and relief of penalties for 1975 through 1978. <br />Commissioner Willhoit moved, seconded by Commissioner Walker, <br />that taxes, pen4lties and interest be forgiven for tax years 1972 and <br />1973; that taxes be reimbursed for 1974 subject to confirmation that <br />Scan Data's equipment was not in Orange County on January 1, 1974; and <br />that interest and penalties for 1975 through 1978 be assessed. Vote: <br />ayes, 5; noes, 0. <br />For copy of Mr. Jim Taylor's letter to the Tax Supervisor, see page 369 <br />of this hook. <br />Agenda Item 16: Discussion of Litigation re I-40 <br />Mr. B. B. Olive, Attorney, said the issues involved with Interstate 40 <br />were twofold: 1) Location of I-40 - if it is t^ be located in Orange County, <br />and 2) a procedural question concerning the relationship between the Board <br />of Transportation and the citizens of Orange County. Mr. Olive urged <br />Orange County remain in the law suit. <br />Dr. Logan Irvin expressed his concern of the procedural problems <br />with which he was confronted in presenting input to DOT in regard to the <br />Southern Bypass. He also urged Orange County remain in the law suit. <br />Dr. Robert Bonar expressed the importance of local input in planning <br />and endorsed the recommendation that the County pursue the law suit. <br />Mrs. Josephine Barbour and Mr. Don Cox also urged the Board pursue <br />the law suit. <br /> <br />
