'3 3 ~ <br />Agenda Item 13: Request of Technical ,Advisory Committee <br />The Planning Director explained the Technical Advisory Committee <br />requested the Board make $3,000 available to acquire the services of a <br />consultant while the Committee is reviewing the county's zoning ordinance. <br />Commissioner Barnes moved, seconded by Commissioner Gustaveson, <br />the Board appropriate $3,000 from the contingency fund this fiscal year <br />for the Technical Advisory Committee to employ the services of a <br />consultant. Vote: ayes, 5; noes, 0. <br />Commissioner Willhoit requested the Commissioners and the Planning <br />Board receive copies of the Technical Advisory Committee's minutes. <br />Commissioner Whitted requested the Planning Director be prepared to <br />discuss joint planning at a meeting to be held April 10th, at 7:30 p.m. <br />so the Board would have an opportunity for input before the joint meeting <br />of April 17th with the Chapel Mill Aldermen. <br />Agenda Item 14: Partici atin Pavin Conce t <br />The Board outlined the fallowing procedure: 1) Petitioner should <br />write an official letter to the Board which should state the petitioner's <br />request and road number(s). This letter would establish petitioner's <br />place on the waiting list. When funding is available for paving, petitioner <br />should draw an informal petition of 75 percent of the property owners <br />and covering 75 percent of the footage. 2) Staff should explain to <br />the petitioner the criteria, whether full or partial paving is possible, <br />the problems with the road(s)•as outlined by the State, and a determination <br />of when funds would be available for paving. 3) Attorney will draw a <br />legal petition. <br />The Chairman requested some flexibility remain in the method of <br />assessment. Commissioner Gustaveson suggested drafting a memorandum <br />to property owners listing the above procedure and including, early <br />in the process, a step for the petitioner to request method of assessment, <br />which method would be commented upon at the public hearing and which <br />method would not be binding upon the Board. <br />The County Manager said the staff would prepare such a memorandum <br />for Board approval. <br />
