Some of the population projections in Chatham are based off of planning <br /> decisions that the previous board had made. The new board is trying to reverse some of these <br /> decisions. The Chatham County Board of Commissioners is hesitant to say that all of the area <br /> is urbanizing. She said that every time the census comes out, this will be reevaluated. <br /> Commissioner Pelissier asked for colored maps of these areas. She said that if <br /> Orange County chose to wait until the 2010 census, then the area might be required to come <br /> under an MPO. The issue would be whether it would come under the Burlington MPO or under <br /> the DCHC MPO. She asked how this would be decided. <br /> Karen Lincoln said that there could be more coordination between these organizations. <br /> Ellen Beckman said that the urbanized areas pick up the contiguous block groups that <br /> are above 500-1000 persons per square mile. It depends on where the growth is and what <br /> transportation corridors connect it. It could be picked up by either MPO. <br /> Commissioner Pelissier said that this was discussed at the last RPO meeting and she is <br /> the liaison to the Triangle Area RPO. She said that there was discussion about waiting until <br /> 2010. She said that a point was raised that this would cut the RPO Planning Area in the <br /> middle. <br /> Commissioner Gordon asked about the population in the Orange County RPO and the <br /> Chatham County RPO and the CMAQ money that might be available. <br /> Karen Lincoln said that the issue with the CMAQ money is that the County would still be <br /> eligible through the MPO, but there is a competitive process.
