She would <br /> like to encourage more people to apply. <br /> Commissioner Jacobs said that part of the problem is that there are state requirements <br /> to qualify and members have to have some level of expertise in historic preservation. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs <br /> to appoint Steve Rankin to a partial term ending March 31, 2010 to the Historic Preservation <br /> Commission. <br /> VOTE: UNANIMOUS <br /> 11. Information Items <br /> • Proposed Parking Plan for West County Campus Buildings <br /> Commissioner Jacobs said that the way the new library was designed, it encourages <br /> people to spend time in the library, and he does not know why there is a two-hour parking limit <br /> in the parking deck. <br /> Frank Clifton said that this is during the day only. In the evening, there will be more <br /> parking due to offices closing. He said that the library staff was involved in the discussion. <br /> Commissioner Jacobs wants to be very communicative to the patrons of the library so <br /> that they understand that this is a work in progress. <br /> 12.
