MIpIUTES <br />DRANGE COUNTY BOARD OF COPfMISSI0NER5 <br />MARChI 27, 1979 <br />The Orange County Board of Commissioners met in special session <br />with the Chapel Bill Board of Aldermen, at 7:30 p.m., in the Municipal <br />Building Meeting Room, in Chapel Hill, fdorth Carolina. <br />Commissioners present: Commissioner Richard Whined, Chairman, <br />and Commissioners Anne Barnes, Norman ldalker, Norman Gustavesnn and <br />pon In~illhoit. <br />Chapel Hill Aldermen present: Mayor James Wallace, and <br />Aldermen Bev Y.awalec, Gerry Crhen, Bill Thorpe, R. D. Smith, Jonathan B. <br />Howes, Robert Epting and Marilyn goulton. <br />The purpose of the meeting was to discuss extraterritorial zoning <br />jurisdiction and joint pla.nrring. • <br />Agenda Item 1: Proposed Planning Aria Extension <br />Mr. Mike Jennings, Chapel Hill Planning Director, pointed out <br />areas proposed for annexation on a map. <br />Commissioner Willhoit explained the definition of the lines <br />for extraterritorial .jurisdiction as discussed by the Board of <br />Conunissioners and as discussed at the subcommittee meetings. <br />Orange County Planning Director reviewed extraterritorial extension <br />and joint planning processes in ruilfprd County-Greensboro area. <br />Alderman Howes proposed researching away to structure .joint planning. <br />He also proposed a task force be appointed composed of two members from <br />each of the two planning boards and staff persons from Drange County <br />and Chapel Hill who would submit .plans to bath boards for consideration <br />of methods to devise implementation.. ` <br />Alderman Kawalec proposed the meeting reconvene on Tuesday, April 17, <br />at S:Op p.m., Orange County Courthouse, in Hillsborough, beginning with <br />agenda item 2: Joint Planning in the Transition Area - With a report <br />from Town and County Managers -•rhich would include a specific proposal on <br />joint planning, hot•~ a task •force might operate and a report on ho~rr this <br />process has been implemented in other areas. <br />Commissioner 4lhitted requested Phil Green from the Institute of <br />Government make a presentation on the history and trend of this process. <br />
