• Approve the consolidation of the two current offices into one department to be known <br /> as Tax Administration effective with the retirement of the current Tax Assessor, <br /> effective December 31, 2009; <br /> • Authorize staff with Manager approval to continue forward with the study for <br /> reclassification of positions; <br /> • Authorize staff to proceed with the advertisement and hiring of one additional deputy <br /> tax collector; and <br /> • Agree to consider the establishment of a new GIS Mapper I position at the completion <br /> of the Property Information Mapping System (PIMS) Project. <br /> Commissioner Pelissier said that she liked the organizational chart and she had <br /> questions about the proposed two new positions. She asked about the GIS position and if this <br /> was because of the amount of work increasing and not because of the reorganization. Jo <br /> Roberson said that this is because of the workload only and not because of the combining of <br /> the two departments. She said that she is asking to hire the GIS Mapper further down the road <br /> as they develop the PIMS process. <br /> Commissioner Pelissier asked about the other additional position and Jo Roberson said <br /> that with this reorganization, the Tax Collector is becoming the Tax Administrator, giving them <br /> a dual title and dual responsibility. She currently works in collections as a collector and she is <br /> not just a department head. When she is taken out of the mix, she has to be replaced. <br /> Without this position, she fears that there might be a loss of revenue. <br /> Frank Clifton said that these are fairly technical positions, and the staff is trying to look <br /> out into the future. <br /> Commissioner Gordon said that there have been a lot of retirements and <br /> reorganizations and there are other departments that may also need additional positions. She <br /> does not like adding positions in the middle of the year. However, she is not opposed to the <br /> reorganization and noted that Orange County has had one of the highest collection rates in the <br /> State and she wants to commend Jo Roberson for this.
