dumped on the tipping floor are visually inspected by operations staff to assure that <br />unsuitable material is not placed in trailers for transport to the landfill. <br />■ Collection of wash water, contact water, and spills — The transfer station building is <br />designed to capture all tipping floor wash -down water as well as any contact water that <br />may drain from the refuse. The containment system would also contain any spills of any <br />toxic materials. The wastewater from the containment system is going to be pumped and <br />hauled to a wastewater treatment plant. Any contamination to the wastewater (as a result <br />of a spill) could be treated prior to its release to a public wastewater treatment plant. <br />5.0 MITIGATIVE MEASURES <br />It is anticipated that the construction and operation of the transfer station will have no significant <br />impacts to the project area. This section reviews the mitigation measures that are incorporated into <br />the siting, design, construction, and operation of the facility. In order to mitigate and prevent these <br />adverse consequences, the following actions are proposed: <br />■ BMPs will be used during construction and operations to ensure that chemical spillage is <br />minimal, and soil is not contaminated. The facility will be enclosed, which will further <br />protect soils in and around the transfer station. <br />■ No streams or wetlands exist on the Paydarfar property, as confirmed by the Orange <br />County Erosion Control Division and Hal Owen and Associates — a soil science /wetland <br />consultant. <br />■ The Cultural Resources Background Study for the site has determined that it is unlikely <br />that development of the Paydarfar site will impact any significant cultural resources, as <br />documented by TRC. <br />■ The location of the transfer station on the Paydarfar site will reduce greenhouse gas <br />emissions from collection trucks hauling MSW to the transfer station, relative to the <br />greenhouse gas emissions by those vehicles to sites farther from the Orange County waste <br />generation centroid. <br />■ The impact on air quality from the facility itself is not significant, and the system is <br />designed such that emissions from the facility will not pose a health risk. An HVAC <br />system will be installed to protect indoor air quality as well as decrease potential air <br />emissions.
