4.11 Forest Resources <br />The site is predominantly covered by young loblolly pine and hardwoods. The project will require <br />extensive grading to achieve construction grades. The adjacent County -owned and Chapel Hill <br />owned properties will provide buffer areas. Trees existing in the buffer areas will remain largely <br />undisturbed to provide effective buffers. The transfer station design will include erosion <br />management practices, and no long -term effects from the removal of the trees from the transfer <br />station site are expected. <br />4.12 Shellfish or Fish and Their Habitats <br />As stated above, no potential habitat for fish or shellfish exists on the property; and therefore, there <br />will be no on -site impacts due to construction of the transfer station. The transfer station design <br />will include erosion management practices to deter downstream sediment effects. <br />4.13 Wildlife and Natural Vegetation <br />The Catena Group was retained to perform a Threatened and Endangered Species Survey for the <br />Paydarfar site. Catena's conclusions were that the project actions will have "No Effect" on any of <br />the species listed for Orange County. <br />The construction of the transfer station will require extensive site grading of the Paydarfar site but <br />most of the surrounding adjacent properties, which belong to the County, will remain intact from <br />their present condition for use as buffer. These surrounding lands will provide habitat for flora and <br />fauna in the area. <br />4.14 Introduction of Toxic Substances <br />No toxic substances will be introduced during the construction of the project. During operations, <br />the transfer station will be operated in accordance with applicable regulations and BMPs designed <br />to assure that toxic substances will not be introduced to the environment. These practices include: <br />■ Waste Prohibition — By permit and regulation, the facility cannot accept any hazardous, <br />toxic, or radioactive waste. <br />■ Load Inspection — Orange County Solid Waste Operations Staff will conduct inspections <br />on the refuse to assure that the material received is in accordance with allowable waste by <br />the permit issued by NCDENR for the transfer station. A program of random visual <br />inspections will be in place to check for unsuitable materials. Any material that cannot be <br />demonstrated to comply with the facility permit will be rejected.
