consumption, washdown, and fire protection. A storage tank will be built on site and
sized appropriately to ensure adequate water for fire protection. Daily water usage for
operation of the transfer station is expected to be in the range of 650 to 900 gallons per
day. Based on the size of the property and the previously discussed recharge rate of
about 150 gallons /day /acre, infiltration into the site and associated buffer surfaces will
exceed expected usage. With the additional infiltration of a large area of County -owned
land at the existing landfill and future park area, the water usage at the site is not
expected to have an impact on the quantity of water available to the neighboring
residences or farms.
A separate septic tank and drainfield system will be designed to handle the minimal
sanitary wastes generated at the facility. A site evaluation by the Orange County
Environmental Health Services has found that some suitable soils exist on the property
that should be adequate for the septic drainfield. The concept of a pump and haul system
for the wash -down water has been approved by the North Carolina Department of
Environment, Health, and Natural Resources (NCDENR) Division of Waste Management
and Division of Water Quality.
No solvents or similar type cleaning fluids will be used in wash -down operations of the
transfer. No long -term outdoor storage of waste or other materials will be allowed.
4.10.2 Surface Water Resources
To improve stormwater runoff quality, BMPs will be implemented in the development of
storm -water management and control measures for those areas outside of the building
envelope.
Wastewater will originate during normal facility operations primarily from equipment
and tipping floor cleaning and sanitary wastes. The wash -down system will be designed
with storage and containment for the capture of all wash waters resulting from station
operation. The wastewater will be recycled on site, and the residue will be hauled off site
for disposal. No wash -down water will be discharged on site.
As referenced in Section 3.10.2, the Orange County Erosion Control Division determined
that there are no streams on the Paydarfar property, and the tract will not be subject to
stream buffer rules.
Environmental Assessment — Paydarfar Site
17 September 30, 2009
