4.3 Land Use <br />According to the County's Zoning Ordinance, transfer stations may be located in all Zoning <br />Districts in the exclusive planning jurisdiction of the County where governmental facilities and <br />office buildings are located. This parcel is located within the exclusive planning jurisdiction of <br />Orange County; and therefore, there are no conflicts with zoning or planned use for the <br />development of this site into the transfer station. <br />4.4 Wetlands <br />Published wetlands mapping by the United States Fish and Wildlife Service has been reviewed. In <br />addition, staff from the Orange County Erosion Control Division reviewed and visited the site. An <br />independent wetlands expert also examined the site. These activities have confirmed that there are <br />no streams or wetlands on the site to be disturbed by the construction or operation of the transfer <br />station. A stormwater management plan will be in place both during construction and operation of <br />the facility. <br />4.5 Prime or Unique Agricultural Lands <br />There are no impacts on prime or unique agricultural lands at the proposed project site since no <br />prime or unique agricultural lands were identified on the property. The site is not presently farmed <br />and is covered predominantly with young loblolly pines and the topography is not conducive to <br />farming. <br />4.6 Public Lands and Scenic Recreational, and State Natural Areas <br />There is no impact anticipated to the natural areas located in the vicinity of the site. The nearest <br />identified downstream natural area is the Henry J. Oosting Natural Area, which is over one mile <br />downstream along Old Field Creek and beyond highways I -40 and NC 86 from the site. Although <br />the site drains to Old Field Creek, there are no streams on the property. Erosion control and <br />stormwater plans will be implemented for the site and should deter any effect on the downstream <br />natural area. <br />4.7 Areas of Archaeological or Historical Value <br />As discussed in Section 3.7, a Cultural Resources Background Study was performed by TRC <br />Environmental Corporation, which concluded that, in TRC's opinion, it is unlikely that <br />development of the Paydarfar site will impact any significant cultural resources. <br />Environmental Assessment — Paydarfar Site <br />15 September 30, 2009 <br />
