mature forestland. The forest contains mature mixed mesic hardwoods reported to contain state - <br />listed plants including Lewis' heartleaf, Bush's sedge, and creamy tick - trefoil. The four -toed <br />salamander and the greytail petaltail dragonfly are also reported in the area. This natural area is <br />not expected to be impacted by the construction or operation of the transfer station because: <br />• sediments from the Paydarfar site will be controlled by a closely monitored erosion control <br />plan; <br />• no waste water will be released to the stream; <br />• there is no portion of the stream on the Paydarfar site; and <br />• the natural area is about 7,000 feet downstream along the trace of the creek. <br />3.7 Areas of Archaeological or Historical Value <br />According to the Orange County Environment and Resource Conservation Department (ERCD), <br />there are no known archaeological or historical resources located on the proposed project site. The <br />site has been occupied by a residence in recent times but the house burned a number of years ago. <br />Another residence is also located on the property but was apparently never occupied. <br />The ERCD has listed the Blackwood Farm, the Blackwood Grist Mill, and the Nunn Residence <br />along Millhouse Road as identified historic sites closest to the subject property. Other historic <br />sites are known in the area at greater distances. The Blackwood Farm site is located about 0.6 -mile <br />north of the Paydarfar property and is presently occupied by the Spence's Farm facility. The <br />Blackwood Mill and pond are located about 0.2 -mile north of the site. The mill has been converted <br />into a residence. The Nunn residence is located about 0.3 -mile southeast of the Paydarfar site. <br />None of these three sites appear likely to be impacted by the proposed operations at the transfer <br />station. As shown on Exhibit I, ERCD has listed other properties in the area that may have cultural <br />or historical significance. None of these sites appear likely to be impacted by the development of <br />the Paydarfar site. <br />In order to thoroughly understand the historical and cultural resources on the site and in the area of <br />the property, TRC Environmental Corporation (TRC) was retained to perform a Cultural Resources <br />Background Study for the site. The results of this study are contained in TRC's report of <br />September 18, 2009 (see Appendix C for report). Based on a review of published literature, TRC <br />found nine listed potential archaeological sites and seven identified potential historic structures <br />within one mile of the Paydarfar tract. The nearest National Register of Historic Places property is <br />the Hogan House about 0.6 -mile from the site. <br />Environmental Assessment — Paydarfar Site <br />10 September 30, 2009 <br />
