Center is located across Millhouse Road to the northeast. Interstate highway I -40 is located <br />beyond the Operations Center farther to the northeast. <br />According to the information from Orange County regarding county zoning districts, the site is <br />located entirely within Orange County jurisdiction. Exhibit F is a map of the site's zoning within <br />the County. The County's GIS website identifies the proposed site and the surrounding areas <br />adjacent except to the south as being zoned Rural Buffer. The land to the south of the site is within <br />the Town of Chapel Hill's jurisdiction and is zoned as Rural Transition (JPA). <br />3.4 Wetlands <br />There are no mapped wetlands located directly within the project site or in the immediate vicinity <br />according to the United States Fish and Wildlife National Wetlands Inventory. There are two <br />small ponds and a small wetland area shown about 1,000 feet to the north on published mapping. <br />These features are not downgradient of the proposed transfer station site. See Exhibit G for the <br />location and descriptions of the ponds and small wetland area in the vicinity of the proposed site. <br />The Orange County Erosion Control Division staff reviewed available information on the project <br />site in the Orange County GIS mapping and found that the parcel did not contain previously <br />mapped streams or water features. One drainage feature was indentified on the site based on the <br />site topography. During a follow -up field reconnaissance, the staff determined that the drainage <br />feature is not a stream and found no ephemeral channels or other evidence of water features on the <br />site. The staff determined that the tract will not be subject to stream buffer rules. These findings <br />are contained in the Erosion Control Division September 8, 2009 Surface Water Identification <br />Report (Appendix A). <br />Although the United States Fish and Wildlife National Wetlands Inventory did not identify any <br />wetlands on or adjacent to the subject site and the Orange County Erosion Control Division found <br />no evidence of streams, an experienced wetland specialist was retained to perform a <br />reconnaissance of the site to specifically examine the property for signs of wetlands. Hal Owen & <br />Associates, Inc. personnel visited the site on September 15, 2009. As discussed in their <br />September 18, 2009 report on the project site, no evidence of potential wetlands was found <br />(Appendix B). <br />3.5 Prime or Unique Agricultural Lands <br />The site is wooded and not used for agriculture at this time. The sloping topography of the site and <br />the central drainage feature would not make the site conducive to farming.
