Bryant, Piedmont Region Coordinator '&&- -irk <br />Habitat Conservation Program <br />DATE: 22 October 2009 <br />SUBIECT: Environmental Assessment for Orange County Transfer Station — Paydarfar Site, Orange <br />County, North Caretitia, DENR Project No. 1"124. <br />Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the <br />subject document ad we are thin Liar witb the habitat values of the area. Our comments are provided in <br />accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 <br />U.S.C. 661 et soq.), and North Caroliza General Statutes (G.S. 113 -131 et seq.). <br />Orange County proposes to construct a transfer station on a 10 acre site. The proposed project <br />includes constmetton of on cnNosed,metal building, equipment storage area, parking apace s, and- roads. <br />The facility will accept only solid waste generated by households, institutions, commercial and some <br />industrial businesses. The purpose of the project is to provide a facility to collect the County's solid <br />waste. The waste will be transported to a landfill faollity outside of the County. <br />The site drains to Old Field Cft* a ttlbutary to New Hope Ctmk in the D.E. Jordan Reservoir <br />watershed of the Cape Fear River basin. There are records for the federal species of ooncem and state <br />endangered brook floater (Almmidonla varicosa) and Carolina creekshcll (Vlllaca vaughaniana); the statc <br />threatened creeper (S#vphftw un4ql4w); tt ftte spode! conoft notched rainbow (Vllloso cottstricla); <br />and the state sipifleandy rare chameleon lampmussel (Lampsilir sp.) and Pasteur cteekshell (Villosa <br />d6hR"bis) in New Hope Croak. B.Js, Jdfft Rcsorvair st*06t s a diverse fishery including largemouth <br />bass (Mimptemssahnoldes), crappie (Pamoxts spp.), sunfish (Leponri+r spp.), eatfi$lh (ii:rglyms spp,) and <br />striped bass (Morena sawrilts). In addition, there no two Significant Natural Heritage Areas located near <br />the proposed project site — Blackwood Mountain and Henry J. Oosting Nahmal Am. <br />The applicant indicates there are no stream, wetlands, or 100 -year floodplains on the site. A <br />stoanwater management plan will be developed for construction and operation of the facility. The wash - <br />down system will be designed to contain and store all wash waters resulting from station operation. <br />Wastewater will be rocyclW on site and'tho residue hauled off -silo for disposal. No wash -down water <br />will be discharged on site.
