Bryant, Piedmont Region Coordinator <br />Habitat Conservation Program <br />DATE: 22 October 2009 <br />SUBJECT: Eanvirtmmontal Assessment for Orange County Tran3her Station — Paydarfar Sitc, Orange <br />County, North Carolina, DENR Project No. 10 -0 124. <br />Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have roviowad the <br />subject doeutnetit and we am > atxtfliar v*b the habitat values of the area. Our comments are provided in <br />accordance with provisions of the Fiab and Wildlife Coordination Act (48 Stat. 401, as amended; 16 <br />U.S.C. 661 et seq.), and North Carolina General Sttrtutes (G.S. 113.131 of seq.). <br />Orange County proposes to construct a transfIer station on a 10 scro site. The proposed project <br />includes eoutstmction of tat enelapa&metal building, equipment storage area, parking spaces, and ,roads. <br />The facility will accept only solid waste generated by households, institutions, commercial and some <br />industrial bttsinesse s. The purpose of the project is to provide a facility to collect the County's solid <br />waste. The waste will be transported to a landfill facility outside of the County. <br />The site drains to Old Field Creek, a tributary to New Hoot Ctrrok in the B.E. Jordan Reservoir <br />watershed of the Cape Fear River-basin. Thera are records for the federal species of ooneem and state <br />endangered brook floater (Alaamidonla vari'coso) and Carolina creokshcll (Vitllaea vautghantana); the :state <br />threatened creeper (Stmphitus lmdalOW); the slate spacial eone to notched rainbow (Villosa considers); <br />and the state significantly rare chameleon lampmtrssel (Lampsikir sp.) and Eastern cteekshell (Villosu <br />delumbis) in Now Hope: Ctook. B.B. Jordan Resarvoir supports a diverse fishery including largemouth <br />bays (Micmpterus salrnoldes), crappie (POMOXIs spp.), sunt'ish (Lepomix spp.), catfish (ICrerlyrw,a Opp) and <br />striped bass (Morons sans dhr). In addition, theca are two Significant Natural Heritage Areas located near <br />the proposed p mject site — Blackwood Mountain and Henry J. Ooisting N*WW Am. <br />The applicant indicates there are no streams, wetlands, or 100 -year floodplains on the site. A <br />stormwater management plan will be developed for construction end operation of the facility. The wash - <br />down systems will be designed to contain and store all wash wagers resulting from station operation. <br />Wastowatar will be recycled on site and'the residue hauled off -sift for disposal. No wash -down wager <br />will be discharged on site.
