Chart Depicting LOS, Capacity, <br />Membership, and Membership Increases <br />INFORMATION CONTACT: <br />Craig Benedict, Planning Director, 245-2592 <br />Shannon Berry, Planner, 245-2589 <br />PURPOSE: To consider approval of November 13, 2009 membership and capacity numbers <br />for both school districts (Orange County and Chapel Hill-Carrboro City Schools) which will be <br />used in developing 10-year student membership projections and the 2010 SAPFO Technical <br />Advisory Committee (SAPFOTAC) Report. <br />BACKGROUND: In accordance with the Schools APFO MOU (Memorandum of <br />Understanding), the Board of County Commissioners shall approve the school districts <br />November 15th membership and capacity numbers within fifteen (15) days after receiving the <br />numbers from the school districts. Both school districts submitted membership and capacity <br />numbers in accordance with the MOU. Because November 15th fell on a Sunday this year, <br />membership numbers for November 13th were reported. As per the MOU, this step of the <br />SAPFO process entails only the approval of the student membership and capacity numbers. <br />The SAPFOTAC, comprised of representatives of both school systems and the Planning <br />Directors of the County and Towns, is tasked to produce an annual report for the governing <br />boards of each Schools APFO partner. The full annual SAPFOTAC report, which will include <br />10-Year student membership projections, will be completed in early 2010. Additionally, the <br />CAPS (Certificate of Adequate Public Schools) system is updated with actual membership and <br />capacity figures after the BOCC approves the information submitted by the school districts. <br />Effective with the 2009-2010 school year, the eligibility date for children entering kindergarten <br />changed from October 16th to August 31st, effectively reducing the number of kindergarteners <br />entering the school systems this year. In turn, those affected children not entering kindergarten <br />this year will be added to next year's cohort. This change may appear to cause blips in the <br />
