She said that several members <br />visited Piedmont Wildlife and they requested that the funding not be cut off this fiscal year <br />because it would be unfair in terms of the short notice. The recommendation is that the HSAC <br />no longer consider any non-profit dealing with wildlife for the future. She suggested taking this <br />up on an agenda about not funding non-profits that are not in the human services arena. <br />Commissioner Jacobs said that it is important to do this and it should happen before <br />making budget decisions. He said that he has been recommending for the last few years that <br />the Animal Services Advisory Board was the more appropriate board to make a <br />recommendation. <br />Chair Foushee suggested having staff make a recommendation. <br />Commissioner Jacobs thanked Sharron Hinton and VA Director Lois Hardin-Ravin on <br />the event to honor veterans on Veteran's Day. <br />Commissioner Jacobs thanked staff for the follow-up reports on the agenda. <br />Commissioner Jacobs said that the Clerk is getting the County Commissioners copies <br />of the CD of the environmental impact statement of Elizabeth Brady Road. <br />Commissioner Jacobs said that the Economic Development Commission did discuss <br />drive-thrus, and it was a very heated conversation. He said that it would be discussed at <br />another meeting because they could not come to a resolution or motion. <br />Commissioner Jacobs asked to talk about the herbicide report. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Nelson to <br />direct staff to bring back to the Board the herbicide report as a discussion item. <br />VOTE: UNANIMOUS <br />Commissioner Jacobs asked that on December 7th that the Board gets information on <br />the plans and projections for the financing for the solid waste operations. <br />Commissioner Jacobs said that when the County got legislative authority to ban <br />hunting under the influence of alcohol and firing a weapon within 1,000 feet of schools, there <br />was no groundswell of public opinion. He said that what succeeded was having a conversation <br />with the hunters so that they understood the concerns. He hopes that this is the process that <br />will be followed. <br />Chair Foushee said that the waiting list for child care subsidies is up to 251 children <br />and there are 1,000 more food stamp applicants this year then last year. <br />10. Appointments <br />a. Hillsborough Planning Board -New Appointment <br />The Board considered making a new appointment to the Hillsborough Planning Board. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Hemminger <br />to appoint John Bemis to the Hillsborough ETJ position on the Hillsborough Planning Board with <br />an expiration date of October 31, 2012. <br />VOTE: UNANIMOUS <br />11.
