12 <br />1 A motion was made by Commissioner Gordon, seconded by Commissioner Nelson to <br />2 refer this back to staff to get the information about the $724,000, with an explanation of <br />3 procedures to be put in place so that this will not happen again. <br />4 Discussion ensued on the CHCCS project, Mechanical Systems. <br />5 Frank Clifton said that the Orange County staff and the school systems' staffs are <br />6 working together to make sure that this does not happen again. <br />7 <br />8 VOTE: UNANIMOUS <br />9 <br />10 c. Register of Deeds Reorganization Plans <br />11 The Board received information on the reorganization plans in the Register of Deeds <br />12 Office. <br />13 Register of Deeds Joyce Pearson made this report. There are two supervisors that are <br />14 taking advantage of the retirement incentive program, so the department is reorganizing. The <br />15 revised reorganization will: <br />16 - Reduce the number of supervisory positions from four to two, which will flatten the <br />17 department's organizational structure <br />18 - Reclassify the two vacant supervisor positions to Register of Deeds - Leadworker <br />19 - Change the reporting structure for one Deputy Register of Deeds II in the Imaging <br />20 section <br />21 - Change the reporting structure for the Imaging Supervisor to the General Operations <br />22 section <br />23 - Change the title of the Imaging Supervisor to Imaging Coordinator <br />24 - Create a second Assistant Register of Deeds which will supervise the Vitals, <br />25 Indexing, Imaging Deputy Register of Deeds staff <br />26 <br />27 The County will realize an estimated $70,954 savings through the retirement incentive <br />28 program. The reorganization will utilize the same number of positions (16). One position will be <br />29 reclassified to a higher grade, for an estimated cost of $5,222; two vacant positions to be <br />30 reclassified to a lower grade, for an estimated savings of $5,625. The long term financial <br />31 impact to the County is neutral. <br />32 <br />33 A motion was made by Commissioner Hemminger, seconded by Commissioner Nelson <br />34 to acknowledge the reorganization of the Register of Deeds office and approve the title change <br />35 of the Imaging Supervisor to Imaging Coordinator. <br />36 VOTE: UNANIMOUS <br />37 <br />38 d. Agreement for Orange County Main Library Public Art Project -Revisited <br />39 The Board considered authorizing the County Manager to sign the Orange County Main <br />40 Library Public Art agreement with artist Wayne Trapp contingent upon final review by the <br />41 County Attorney and the Historic Hillsborough District Commission. <br />42 Martha Shannon made this presentation. <br />43 BACKGROUND: On June 16, 2009 the BOCC approved the public artwork for the new <br />44 library ("You are Here" by Hillsborough artist team of Michael Waller and Leah Foushee) <br />45 contingent upon approval by the Hillsborough Historic District Commission. On October 7, <br />46 2009 the Hillsborough Historic District Commission voted 4-2 to reject this public art proposal as <br />47 submitted for the new library due to scale. The Orange County Library Public Art Selection <br />48 Committee met again on October 14, 2009 and decided to move forward with its second choice <br />49 -the public art proposal by Wayne Trapp of Vilas, NC. <br />
