93 <br />Attachment Nine (9) <br />Attachment Nine (9) Air Quality calculations <br />-- Prologue: <br />- The attached material is from two (2) sources: <br />1: 2005 Orange County Greenhouse Has (GHG) Inventory developed as part <br />of the local action plan document to address air quality non - attainment in <br />this area of the NC triangle region. The expert states that this <br />transportation sector /vehicle miles traveled (VMT) accounts for 48% of <br />GHG emissions. <br />Of that, staff has approximated that ten (10) minutes of idling in fifty (50) <br />drive -thrus that each service two hundred fifty (250) cars a day would <br />amount to approximately .3% of the total GHG emissions or .6% of <br />transportation emissions. <br />2. A document from the Environmental Protection Agency (EPA), dated <br />2001, entitled 'Extended Vehicle Idling'. On page two (2) of this <br />document, specifically Table One (1), there is a reference to a'breakeven' <br />point(s) of re- starting vehicles versus idling time in minutes. Page(s) three <br />(3) and four (4) of the document describes some measures to ameliorate <br />drive -thru emissions. Implementation considerations on page(s) six (6) <br />and seven (7) offer a reasonable EPA perspective on Idling issues of both <br />drive -thru facilities and heavy -duty vehicles. <br />
