4 <br />10. The department has also received $30,824 through the Emergency Food and Shelter <br />Program, as authorized by the American Recovery and Reinvestment Act of 2009. These <br />funds will supplement and expand ongoing efforts to provide food, shelter and supportive <br />services for Orange County citizens during the economic crisis (i.e. rent and utility <br />payment assistance). This budget amendment provides for the receipt of these funds for <br />the above stated purpose. (See Attachment 1, Column 8) <br />Department on Aging <br />11. The Department on Aging has received revenue for the following programs: <br />• Senior Lunch Program -additional funds totaling $35,200, from the towns of <br />Hillsborough and Carrboro, Senior Care Inc.,. and the NC Division of Aging and <br />Adult and Adult Services (DAAS). Hillsborough ($1,300) and Carrboro ($1,007) <br />contributed, through each town's outside agency funding process, for the purchase <br />of additional meals. Funding from Senior Care, Inc. ($15,000) will provide meals <br />for the organization's Adult Day Health Center clients. The department also <br />received $17,893 from DAAS as authorized by the American Recovery and <br />Reinvestment Act of 2009. The funds will be used to purchase additional meals <br />for program participants. A local match of $1,988 is required and already included <br />in the department's budget. <br />• Frail Elderly -funds totaling $500 for low-income, senior adults items and <br />services, such as Lifeline, emergency food and medication. <br />• Family Caregiver Support Program -funds totaling $25,672 from the Triangle J <br />Council of Government's Area Agency on Aging for in-home services, day care <br />services and continuing the group respite program at the senior center. Funds will <br />also supply program supplies and training materials. <br />• Case Assistance -additional Home and Community Care Block Grant funds of <br />$10,000 from the NC Division of Aging and Adult Services. These funds will <br />continue the African-American Outreach project, begun in 2007. <br />This budget amendment provides for the receipt of these funds for the above stated <br />purpose. (See Attachment 1, Column 9) <br />Legal Services <br />12. Refer to separate Action Agenda Item on tonight's agenda regarding. changes to the <br />County Attorney Office's staff and contracting outside legal services. (See Attachment 1, <br />column 10) <br />County Capital Project Ordinances <br />13. At its June 16, 2009 meeting, the Board of County Commissioners approved the use of <br />$175,023 in Hillsborough/Cheeks District Payment-in-Lieu funding for Fairview Park <br />construction. That evening the Board also approved $500,000 in Parks and Recreation <br />Trust .Fund (PARTF) funding, pending the grant's approval. The department received <br />award notification on August 21. This budget amendment provides for the receipt of these <br />funds for the above stated purpose. (Attachment 1, Column 11 and Attachment 5, <br />Fairview Park Capital Project Ordinance) <br />
