<br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />MARCH 1, 1979 <br />The Orange County Board of Commissioners met in special session <br />on Thursday, March 1, 1979, at 6:30 p.m., in the Commissioners Room, <br />of the Orange. County Courthouse, in Hillsborough, North Carolina. <br />Gommissioners,present: Mr. Richard Whitted, Chairman, <br />Mr. Norman Walker, Mr. Norman Gustavesvn, Mr. Don Willhoit and <br />Ms. Anne Barnes. <br />The purpose of the meeting was to meet with department heads to <br />discuss the formulation of a five-year plan for capital expenditures. <br />The following items were discussed: <br />1. Com letion of the Count 's Facilities Plan. <br />For copy of the 1976 facilities plan, see page 247 of this book. <br />The Finance Director said the 1976 figures had increased approximately <br />15 percent per year since the original study and excluded Grady Brown <br />renovation figures. <br />The Board requested the staff secure updated figures of the 1976 <br />facilities plan from Joe Nassif. <br />2. Chapel Hill Office Space & Renovations at Northside <br />Mr. Wes Hare gave a summary of the status of improvements completed <br />and to be completed at Northside. <br />The Board requested the Manager and the Architect, James Webb, sketch <br />a facilities study which would include projected space needs, parking, <br />updated costs of the cafeteria and available space far construction at <br />Northside. <br />3. Sanitation Pro ram - Sites and E ui ment <br />The County Manager said that MICA would submit a detailed study <br />of this item. <br />4. Water Resources Develo ment <br />The Board has scheduled a meeting with OWASA on March 21st to <br />discuss this item. The Board requested the County Manager to contact <br />the engineer about the status of Seven Mile Creek. <br />5. Mental Health <br />Mr. Bill Baxter said the Mental Health Board's first priority was a <br />Day Hospital Building. Mr. Baxter submitted a proposal for utilizing space <br />
