The large box program requires less costly equipment and mainten- <br />ance. A visit to [dilson County would help establish the value of the GO <br />cubic yard bar program. <br />y <br />p, The county should pass an enabling ordinance. This ordinance should clearly <br />prohibit scavenging and littering at box sites, use of boxes by cosmnercial <br />haulers, and~use of boxes by non-residents. Enforcement procedures must be <br />established and appropriate county authorities must be given clear enforce- <br />ment mandates. Attachment No. Z is one of the better ordinances of other <br />counties. While not perfect for our needs, it could be used to farm a. ; <br />local ordinance. ~_ - <br />E. Citizens should be allowed to deposit free. of charge in the landfill four <br />'twenty gallon cans Cor their valumn equivalent) of trash and refuse per week, <br />In tounties with this provision littering and mis--use of boxes decreases. <br />F. Hiring procedures and qualifications for program staff should be brought <br />into line with state standards. Sufficient trained staff should be pro- <br />vided to back up equipment operators when thgy are i11 or otherwise aff <br />work. ~ • <br />G. Citizen groups and other county units such as the Agricultural Extension <br />Service should be mobilized to teach the public about the program and elicit <br />public responsibility in maintaining a good program. - <br />R. Trailer park operators should be allowed the option of contracting with. the <br />county if they can not prpvide a reliable trash service through private com- <br />panies. <br />The program has been of tremendous value to this county during its exist- <br />ence. The comments and suggestions offered were in no way intended to impune <br />the efforts of any member of the county staff. In fact, considering the mini- <br />mal funding of .the program for staff needs, it has operated amazingly well: <br />. In many instances because staff were willing to carry this as an extra uncompen- <br />sated load. - - <br />
