Enforcement of all
phases of the program is legislatively vague. .
G. The county decided not to serve trailer parks with the program. The state
considers trailer parks as commercial establishments and requires them to
furnish trash removal. Many trailer parks have either constant or inter-
mittent trash removal problems. Tenants either use the green boxes or _
start illegal dumps. The boxes should be cleaned, disinfected, repaired and
painted regularly. The county should train and assist persons who allow
boxes on their property and volunteer to watch them. Plany such persons
have justifiably developed hostility and skepticism towards this program
and the county's capacity to run it. Considerabte effort will be required
to live dorm these feelings. It is unreasonable for the county to expect,
for instance, the convenience store owner to spend money to provide a ~ _ _
proper site. The
county should purchase and maintain the 40 cubic yard boxes. The county
could contract private firms far the actual haul to the landfill. As
the 4 cubic yard equipment wears out, the county shoutd consider replacing
it only partially and expanding the large box program with purchased equip-
ment.
