36 parks and Recreation <br /> Objective PR-1.1: <br /> Acquire and /or retain public ownership of parks, recreation facilities, open space, <br /> and conservation areas that will serve Orange County. (See also Natural Areas <br /> Objective NA-9.) <br /> Status/Action: Ongoing <br /> This is being accomplished via the County's Lands Legacy Program, with all 1988 <br /> park sites now acquired except for Bingham. Planned nature preserves will also <br /> include areas for public access, with acquisitions ongoing. A total of 2500 acres <br /> have been conserved to date. <br /> Objective PR-1.2: <br /> Acquire and/or retain lands suitable for siting both indoor and outdoor active <br /> recreation facilities to serve all Orange County residents. <br /> Status/Action: Ongoing <br /> Primary focus to date has been on acquiring lands for outdoor recreation needs, <br /> although some sites may have the capability for indoor facilities as determined by <br /> the BOCC. <br /> Objective PR-1.3: <br /> Develop a land use planning mechanism for securing new parks through the <br /> development approval process. (See also Natural Areas Objective NA-10 and Land <br /> Use Objective LU-4.3.) <br /> Status/Action: Initiated <br /> Parks and Recreation, ERCD and Planning Directors to meet to plan for updating <br /> land dedication and payment-in-lieu process during FY 2010-11. <br /> Obiective PR-1.4: <br /> Consider alternative funding possibilities for future park facilities, such as non-profit <br /> foundations. <br /> Status/Action: Ongoing <br /> The new Eurospon`Soccer Center exemplifies opportunities for private funding <br /> assistance. Other opportunities to be evaluated. <br /> Objective PR-2.1: <br /> The County will serve as the lead coordinator of regional open space and recreation <br /> facility providers in the County (including OWASA, UNC-Chapel Hill, and Duke <br /> University), and coordinate regional efforts including future parkland and recreation <br /> facility planning, acquisitions, and operations/maintenance of community, district, <br /> and regional park and recreation facilities. <br /> Status/Action: Initiated <br /> This concept was suggested in a 1999 interjurisdictional parks report. The County <br /> has taken the lead role in the Intergovemmental Parks Work Group, which has <br /> developed recommendations, created a Composite Countywide Parks and Trails <br /> Plan map, reviewed proposals and identified projects of mutual interest. <br /> Objective PR-2.2: <br /> Develop a methodology to be used by regional recreational providers in determining <br /> the number of recreation and park facilities needed.
