32 H2Orange initiative and Orange WellNet include action and objectives toward this <br /> end, with planning underway. <br /> Objective WR-3: <br /> Coordinate acquisition of open space for watershed protection purposes with <br /> neighboring counties, for watersheds providing drinking water to Orange County or <br /> neighboring citizens. <br /> Status/Action: Ongoing <br /> Coordination among Upper Neuse basin jurisdictions is accomplished and occurs <br /> through the Lands Legacy Program and other conservation partners. Several Lands <br /> Legacy acquisitions have been accomplished for watershed protection. <br /> Objective WR-4: <br /> Coordinate possible nutrient trading and stormwater credits between the towns and <br /> County, including possible stream buffer acquisition or other land conservation <br /> approaches. <br /> Status/Action: Ongoing <br /> ERCD staff is continuing to work with other departments and adjoining jurisdictions <br /> on developing nutrient trading programs with regard to the Jordan Lake Nutrient <br /> Management Rules. <br /> Objective WR-5: <br /> Promote and participate in regional efforts to plan for use of water supplies in the <br /> region in an equitable manner, including contingency planning for water supplies <br /> during droughts. (See also Water and Wastewater Objective WW-5.) <br /> Status/Action: Ongoing <br /> ERCD/Soil and Water staff (as well as Planning and Environmental Health stafo is <br /> participating in several regional water planning efforts, including the Jordan Lake <br /> Partnership, Upper New Hope Stakeholders Group, TJCOG Water Resources <br /> Advisory Committee, Upper Neuse River Basin Association, Falls Lake Stakeholder <br /> Group, among other meetings and activities. <br /> Objective WR-6: <br /> Ensure greater coordination among County agencies on water resources, including <br /> cooperative efforts to prevent surface and ground water pollution by addressing <br /> failing septic systems and wells. (See also Water and Wastewater Objective WW-19.) <br /> Status/Action: Ongoing <br /> Water Resources Coordinator serves as convener and coordinator for multi- <br /> departmental H2Orange Committee, chairing meetings and attempting to enhance <br /> communication and interaction with other departments on various water issues. <br /> Greater collaboration and communication has been achieved, particularly with the <br /> Falls Lake watershed rules initiative, and on public education and outreach. <br /> Objective WR-7: <br /> Promote land use patterns that preserve the natural hydrologic system and maintain <br /> a sustainable "carrying capacity" balance for the future between ground water and <br /> surface water resources.
