l 1 <br /> 2030 Comprehensive Plan 3 <br /> Implementation Reporting -- A Composite of <br /> Department Reports <br /> Introduction: This November marks the first anniversary of the adoption of the 2030 <br /> Comprehensive Plan. The adopted Plan includes a recommendation for <br /> Comprehensive Plan Element status reports to the Board of County Commissioners <br /> (BOCC) every other year beginning one year after Plan adoption. <br /> Although Planning Staff believes that this report and process is meaningful, it will be the <br /> first to acknowledge that reporting methods can be improved. Staff sees this Report as <br /> a starting point from which to build, with the goal being a reporting process that is <br /> responsive and becomes more useful with each report. To this end, staff offers its own <br /> ideas for improvement at the conclusion of this report and requests constructive <br /> feedback from the BOCC and Managers Office. <br /> Structure of Report: The following Report is provided in four (4) sections. <br /> Information in Sections 1-3 is as reported by the staff associated with each respective <br /> Element of the Comprehensive Plan. A look into the contents of each section is <br /> provided below. <br /> Section 1 - Implementation Actions are conveyed in two parts: 1 a. Work "Completed" <br /> and 1 b. "Work "Initiated". <br /> Section 2 - Provides the relationships between reported work items and 2030 <br /> Comprehensive Plan Objectives. As Section 2 is lengthy, due to the large number of <br /> Plan Objectives (263), a Summary Chart of the information is provided on p• 48. <br /> The status of each Objective is indicated as either Initiated, Completed, <br /> Completed/Ongoing, Ongoing, or No Action. In a few cases, staff volunteered <br /> additional written description of work towards a particular Objective (This may be <br /> something to add to all status reports in the future). . Following is a brief explanation of <br /> the terms used and how they have been applied to describe status: <br /> Initiated- Work has been started and progress made towards achieving Plan <br /> objective. <br /> Completed or Completed/Ongoing- Objective is task specific and work has been <br /> completed or a portion is complete but work remains (i.e. "Objective AE-1:Assess <br /> and implement the current countywide greenhouse gas emissions inventory and <br /> action plan target reductions." In this example, the inventory has been completed <br /> but implementation remains -- status is "Completed/Ongoing"). <br /> Ongoing- In some cases, Plan objectives are not task specific but are expressions of <br /> policy or an ideal end state. "Ongoing" indicates that work has been initiated and is <br /> to be continued or maintained. (i.e. "Objective LU-2.1: Maintain the rural, low- <br /> 2 <br />
