L •
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: November 23, 2009
Action Agenda
Item No. E. 1
SUBJECT: State of the 2030 Comprehensive Plan
DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N) No
ATTACHMENTS: INFORMATION CONTACT:
Craig Benedict, 245-2592
1. 2030 Comprehensive Plan Implement- Tom Altieri, 245-2575
ation Reporting —A Composite of
Department Reports
PURPOSE: Planning Staff to provide a status report on the implementation of the 2030
Comprehensive Plan.
BACKGROUND: This November marks the first anniversary of the adoption of the 2030
Comprehensive Plan. The adopted Plan includes a recommendation for Comprehensive Plan
Element status reports to the Board of County Commissioners (BOCC) every other year
beginning one year after Plan adoption;
Staff sees this first Report (Attached) as a starting point from which to build, with the goal being
a reporting process that is responsive and becomes more useful with each report. To this end,
staff offers its own ideas for improvement at the conclusion of the report and requests
constructive feedback from the BOCC and Managers Office.
Each County department involved in preparing an Element of the Comprehensive Plan has
participated in this reporting process, each completing and submitting a standardized reporting
form. All reporting departments are thanked for their participation, which began this past April
when staff met to discuss implementation and an acceptable reporting format.
Although the Report is 50-pages in length, due to the large number of Plan objectives (263), it is
not essential to read the entire document. These objectives are the pool of ideas that may be
helpful for staff, advisory boards, and BOCC to review each year as priorities are developed.
The Introduction to the Report (pp. 2-3) includes a description of its structure, which is intended
to guide the reader through the document to key information. Therefore, it is advised that the
reader begin with the Introduction and then proceed at their pleasure.
FINANCIAL IMPACT: There is no direct public fiscal impact regarding this item.
RECOMMENDATION: The Manager recommends the Board receive the report from staff.
