42 <br />D. All two -inch plater lines serving 40 or more -units must be <br />upgraded to four -inch lines. <br />(5). Comments concerning traffic circulation are as follows: <br />A. The proposed Oakdale Drive must be shown on the plan with a <br />notation that the road is to be built to North Carolina Department <br />of Transportation standards during Phase 3. This thoroughfare is <br />needed to provide access to a collector street and to implement <br />part of the approved central Orange band Use Plan. <br />B. The proposed Walter Clark Drive does not aliSn properly with <br />the stub -out shorn on the plan for Wildwood Subdivision -Phase II. <br />Corrections to the plan must be made to account for this. <br />C. A major concern is the use of swales in conjunction with a <br />private road. slopes are step (Above 10 %) in some portions of the <br />site, and swales may require a higher level of maintenance for <br />homeowners association. Plans for the development of the swales <br />must be submitted which indicate how the proposed private road is <br />to be constructed and how the swales relate to it from a <br />construction standpoint. In areas where slopes exceed 10 %, the use <br />of curb and gutter section is strongly recommended. <br />(6). Additional comments are as follows: <br />A. Specific use of facilities and property must be clearly <br />delineated on the plan. This would include the swimming pool and <br />associated recreational facilities, parking areas, pedestrian paths <br />buildings, etc. <br />B. Additional comments and documents which indicate how the <br />proposed homeowners association will operate. <br />C. Designation of number of individual off - street parking spaces <br />and specific count,of such spaces. Some redesign of access drive <br />and parking areas is necessary to be functional. <br />Cannity made the following , presentation, as representative of the <br />developer: <br />The proposed Hampton Downs project represents a first for Northern Orange <br />county. This development will offer attached single family housing for sale in <br />the price range of $40,000- $4S,000.' The unique combination of low price and <br />attached design offers prospective buyers the opportunity to purchase a home <br />during a time of rising prices for housing. The marketing effort of the <br />developers will be aimed at the young, first time house buyers:• this may <br />include students of area universities, medical professionals and technicians. <br />Since the units are only 2 bedrooms and less than 1000 sc. feet in size <br />it is not anticipated that there will be a larger number of school age children <br />living in Hampton downs. It is the developers intent to build a project which <br />will fill a housing need in Northern Orange County and which will be an asset <br />- to the community. <br />There are several items which need to be addressed based on the planning <br />staff review and the continued discussions with the developers. These changes <br />will be reflected on a revised site plan for the Planning Board's <br />deliberations. <br />(1). The rear yard area to be deeded with each unit will be <br />reduced from 20' to 121. This will allow the homeowners <br />association to control more area around the perimeter of the site <br />and maintain the natural buffer. <br />(2). It is proposed that no building <br />will be closer than 50' to <br />::, the nronAr;-v lino. in addition we nrnzose a 35' natural area within. <br />
