38 <br />extended public sewer service into the New Hope Creek sub -basin at this time. <br />Extension of sewer service will require decision as to the appropriateness, <br />desireability and feasibility of extending services into a new sub -basin on a <br />pump system basis. Given the presence of Northwoods subdivision, an <br />industrially zoned tract, two commercially zoned tract and considerable <br />development interest in the Eubanks /NC 86 area, the issue of servicing a new <br />sub -basin needs to be considered seriously. Since water service could easily <br />be provided, OTIASA has indicated that it is preferable to extend water and <br />sewer services at the same time, rather than allow for disjointed service <br />provision. However, ONASA at this time is not interested in financing such <br />service e;ftension, but would look favorably on the extension of lines by a <br />developer to serve a given afea so long as the line size and location meet <br />OWASA criteria. <br />The area under consideration fronts on Eubanks Road which is a paved state <br />maintained secondary road. The remainder of the tract fronts on NC 86. The <br />portion under consideration has access to NC 86, which is an arterial road, <br />from Eubanks Road. The proposed construction of I -40 will require the <br />acquisition of the eastern portion of the original tract for the right -of -way <br />for t -40 and also the realignment of Eubanks Road at the I- 40 /11C 86 <br />interchange. <br />Existing land uses in the area include-the following: to the north, <br />undeveloped land and 1 -40, to the east, single family residential units and <br />1 -40; to the south, Northwoods subdivision, a subdivision of single family <br />units, a chuck and undeveloped land; to the west undeveloped land, a warehouse <br />facility, an undeveloped industrially zoned tract and the County landfill. <br />Considerable residential and commercial development has and is continuing to <br />take place to the south of the area along NC 86 and Weaver Dairy Road. The <br />area south of the proposed alignment of I -40 is facing considerable development <br />pressures and is clearly in transition from rural or low- density uses to urban <br />and higher density uses, particularly as a result of the proposed presence of <br />the interstate interchange °immediately to the south. At present the population <br />density of the area north and west of Eubanks Road remains very low density; <br />however, the density of the area in the Weaver Dairy Road area to the south <br />east is moderate to high and will continue to increase in density. The absence <br />of population west of the tract is most likely due to the presence of the <br />county landfill and the Southern Railroad line. The density of Northwoods to <br />the south is one unit the acre on a community water system and individual <br />septic tanks and is already established. <br />Two other considerations need to be made in evaluating the amendment <br />request. The first consideration is that at the time the Land Use Plan was <br />develoed and adopted the County was still in litigation with -the State over the <br />proposed alignment of I -40 through Orange County. The Land Use Plan categories <br />y, for the area under consideration reflect planning criteria which did not fully <br />recognize the presence of the I -40 corridor immediately east and north of the <br />tract. <br />The second consideration is that as part of their final activities the <br />Joint Planning Commission recommended that given the trend in development <br />patterns around the Towns of Chapel Hill and Carrboro that the Ten Year <br />Transition Area be extended north to the edge of the Rural Buffer and the <br />Twenty Year Transition Area be shifted south of the Town of Chpel Hill. 140 <br />action was taken on the recommendation. <br />
