Activities conducted by the State
a. New construction at UNC-Chapel Hill and the UNC landfill.
b. N. G. Department of Transportation projects involving the
upgrading of existing roads.
2. Activities conducted by persons having the power.of eminent
domain. New construction of facilities and transmission lines.
3. Activities conducted by local governments
Construction of new facilitees and observation of the
County landfill. (Includes municipal, recreata~onal, and
school system 'construction)
4. Activities within the corporate limits~of Hillsborough.
S. Exempt activities - mining. emphasis on Chapel Hill gravel
pits.
X would estimate that the increased workload involved in such a
monitoring program would be on the order of 15-20R. Such an increase in
workload would place severe demands on the Erosion Control staff. At
present staff and transportation limitations are such that effective
monitoring of exempt activities would not be possible without a reduction
in the effectiveness of the inspection and enforcement program on projects
currently undex the divisions jurisdiction. Currently the staff is limited
to priority assessment of ongoing projects. Low priority projects are
inspected generally once per month. High priority projects may be visited
twice per week or more.
