~~~ <br /> <br />Commissioner Willhoit said watershed protection and strip zoning along <br />Highway 54 and certain residential areas. can be accomplished by an extension of the <br />present zoning ordinance. <br />Commissioner Whitted said, when land use plans are being developed in <br />phases, and you discover that the existing zoning ordinance is adequate to <br />handle Bingham's plan, you then would be in a position to extend the present <br />ordinance. If the zoning ordinance is not adequate to handle the plan as the <br />advisory councils would like, then the ordinance would have to be revised. <br />__.._Commissi.oner.W.illhoit said th.e_Board:would.taKe the .initiative of appointing. <br />task forces as needed. ~•..~_. -. ..- ~..-:.. _ . _ ._ .......... _ _~ _ <br />The Planning Director said the Planning Department will prepare a work - <br />program based on the six objectives outlined in Commissioner Gustaveson's draft <br />outline. He said the present zoning ordinance will not serve the purpose of <br />watershed protection, so a watershed protection task force will be needed. <br />Commissioner Gustaveson moved, seconded by Commissioner !Jil1hoit, the <br />Board formally adopt the following six (6) specific planning objectives fvr <br />January, 1979, through December, 1980, as clarified and amended. <br />1. Complete land use plans for Bingham, Hillsborough and Cheeks townships <br />including subzoning for watersheds, strip commercial and certainre~°fdentiai areas. <br />2. Extend Zoning Ordinance to Bingham, Hillsborough and Cheeks townships, <br />in phases, in priority order, including subzoning for watersheds, strip commercial <br />and certain residential areas. <br />3. Revise existing Zoning Ordinance and Chapel Hill and Eno zoning Maps <br />as necessary. <br />4. Develop intergovernmental long-range planning council. <br />5. .Complete a county-wide land use plan. <br />fi. Formulate water resource development policy, plan and protection <br />Vote: ayes, 5; noes, 0. <br />Commissioner ldhitted suggested this Board communicate to all departments <br />and agencies which it funds they should compile their base budget requests <br />this year with no more than a 7% ceiling over. last year's appropriation in <br />keeping with President Carter's request. Items that are essential but not <br />priorities included in the "A" budget (7% ceiling) may be requested in a "B" <br />budget. <br />
