The Board can then <br />adopt a work plan to accomplish objectives during a specific time period. <br />Commissioner Gustaveson submitted a draft outline of. priorities to be <br />accomplished January, 1979 through December, 1980. Fora copy of this document, <br />as amended, see page. 049 of this book. <br />The Planning pirector said the priorities set forth in this outline could be <br />accomplished under the ;Planning Department's proposed Alternatives II and III, <br />- ...- <br />wh.ich would include a county-wide land use plan for Orange County. <br />Commissioner Gustaveson said he would like to see zoning accomplished in <br />stages - first in gingham, then in Hillsborough, then in Cheeks. <br />Commissioner Willhoit expressed his concern about the high priority of <br />watershed orotection and strip development along Highway 54. He felt zoning <br />along Highway 54 should.be accomplished by an extension of the present ordinance, <br />before amendment. .He felt. watersheds should be zoned under a protective reservoir <br />zone and he suggested 5 acre minimum lot Sizes until a more extensive zoning <br />ordinance is completed. <br />The Planning Director said it might be easier and less time consuming to <br />approach zoning county wide - issue by issue, phafing in rural residential zoning <br />and watershed protection - rather than zoning township by township. <br />Commissioner Whitted said the Board has discussed a more pressing need for <br />zoning in Bingham, Hillsborough and Cheeks townships. -- <br />The Planning Director said zoning issues such as watershed protection, small <br />lot zoning for low-income housing and commercial zoning would apply to and could <br />be implemented in all townships, county wide, rather than in phases. <br />The County Manager said these issues could be handled under too. 3, Revision of <br />Zoning Ordinance. Commissioner Gustaveson suggested the existing ordinance might <br />be adequate to include Bingham township. <br />
