X339 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMI55IDNERS <br />JANUARY 9,, 1979 <br />The Board of County Commissioners met in special session on Tuesday, <br />January 9, 1979, at 7:30 p.m., in the Commissioners' Room of the Courthouse, <br />in Hillsborough ,. North Garolina to complete the January 2, 1979 agenda. ' <br />Members Present: Commissioners Richard Whitted, Norman Walker, <br />Norman Gustaveson, Donald Willhoit and Anne Barnes. <br />y <br />Agenda Item 12: - Su ested Rules of Procedure for:... <br />the Board of Count Commissioners - <br />Commissioner Barnes suggested, on a trial basis, setting aside a time w - <br />during each meeting,to hear items of public concern. Commissioner !dillhoit <br />said he thought this policy might expedite getting through the agenda. <br />Commissioner Gustaveson said he wanted the Board to continue an easy access <br />policy but would be willing to try setting aside 15 minutes at the beginning of <br />each Board mee~ing to hear items of public roncern on a trial basis. <br />Commissioner Walker requested some flexibility in the policy since some <br />members of the public would not always be able to appear during the first <br />15 minutes. He said he was not in favor of excluding the public,•even on an <br />experimental basis: <br />Commissioner ~dhitted said, on an experimental basis, the Board will try <br />hearing items of public concerns as the first item on the agenda. The public <br />can address the Board on items on the printed agenda or an.y other items of public <br />concern. After hearing items of public concern, the rest of the meeting would <br />allow Board discussion. <br />Commissioner Barnes offered to draft a document setting forth accepted <br />rules and procedures for Board consideration. <br />Agenda Item 16: Clean Water Bond Funds <br />Commissioner Willhoit moved, seconded by Commissioner Gustaveson, to authorize <br />the County Manager to file an application for approximately $15D,ODD of Clean <br />Water Bond Funds to supplement Community Development Grant Funds in the <br />Northern Fairview area. Vote: ayes, 5; noes, D. See pane 069 of this book.. <br />Agenda Item 19: Tentative Work Program for Planning <br />De artment <br />The Planning Director submitted an outline of three alternative - <br />work programs for the Planning Department. For a conv of this outline, see <br />page 043 of this book. <br />
