s <br />4 <br />i <br />i <br />i <br />4 <br />I <br />i <br />6 <br />i <br /> <br />~~ <br />of 5eawe1l Elementary School. 3) Dr. Hanes requested briefer patrols and greater <br />surveillance by the Highway Patrol and Sheriff's Department. 4) Dr. Hanes said <br />he would apprise students and their parents of the dangers of the road, the posted <br />speed limit and the need for safe driving. <br />Deputy Sheriff Hughes said there are a lot of accidents on the road. He said <br />the upper part of~Homestead Road and the railroad tracks are two problem locations. <br />that should be patrolled by two cars when the greatest problems occur. He said <br />the area is not patrolled regularly at this time. He said manpower is a problem <br />for .the Sheriff.'_s Department and the_ Highway .Patrol. _____.__ .... <br />Dr. Hanes said problem-times are one hour in the: morning before school opens, <br />two hours at lunch and one hour after school. <br />Deputy Hughes said the Sheriff's Department does not have radar equipment <br />and that the Highway Patrol controls road traffic. He said the Sheriff's Department <br />usually does not handle traffic matters but handles civil work and answers calls. <br />Commissioner Whitted said involving the Sheriff in traffic monitoring will <br />be changing the scope of what the Sheriff is currently doing. <br />Mr. Munson said the road is currently zoned 55 miles per hour. There is a <br />caution sign in front o'; 5eawe1lElementary that indicates a 25 mile per IYOUr zone <br />but the Highway Patrol cannot ticket anyone unless they are driving`-in excess of <br />55 miles per hour. He said there is a need to rezone and lower the 55~miles per <br />hour zone. <br />_ ..o <br />Commissioner Barnes, seconded by Commissioner Gustaveson, moved the Board <br />send letters to: 1) Mr..Watkins, Division Highway Engineer, encouraging him to <br />expedite his review'of SeawellRaad for extension of the school zone in the appropriate <br />place and review of the speed zone for the entire road; and, Z) Mr. Sizemore, of the <br />High-aay Patrol, expressing Board concern that the road be patrolled regularly <br />one hour prior to schools opening in the morning, two hours during the lunch break <br />and one hour after school in the afternoon. Vote: ayes, 5; noes, 0. <br />Commissioner Walker wanted to include Orange High School in the motion. <br />Commissioner Gustaveson said Orange High School administration should make a <br />formal request for the Board to take a Course of action. <br />Agenda Item 5: Northside School Property <br />The County Attorney said the Northside property was surveyed by the Housing <br />Authority and their attorney has sent us a deed which needs to be modified to <br />include the tract conditions from the School Board to the county. The Board <br />needs to request written notice, executed by the chairman and attested by the <br />secretary of Chapel Hill-Carrboro School Board, stating the School Board does <br />- 3- <br />
