12 <br />Planning staff has pursued several efforts to promote "Green Building" including: <br />the Inspections division formed the Green Building committee, which has had <br />four meetings; a Green Building plan (Orange Turning Green) was proposed for <br />Orange County in 2007; and Inspections division staff has been attending and <br />will be attending additional Green Building classes in the next year. <br />13)Plan to provide `equitable' library services for Orange County <br />residents (Goal 6, 4 votes) <br />With approval of FY 2009 -10 Budget, all library branches remained open at the <br />same service levels as previously existed. The current Main Library is open for <br />64 hours per week. The New Main Library facility opening in December 2009 will <br />provide 54 hours per week. Staff is moving forward with hiring 6.5 new <br />employees as approved by BOCC to coincide with the opening. <br />Staff completed a library reorganization plan to reallocate staff into appropriate <br />divisions to provide more efficient/effective operations and consistent level of <br />customer service. On November 1, library courier service was increased from <br />once per week to three times per week for all Orange County libraries. <br />Collaboration efforts with Chapel Hill Public Library are also currently underway <br />to be implemented in coming year with little or no additional fiscal impact. At is <br />March 2009 meeting, the Assembly of Governments requested that the <br />Managers of Orange County and Chapel Hill prepare a report identifying possible <br />library service collaboration for Orange County. The managers charged their <br />library directors to 1) identify alternatives for library services in Orange County, 2) <br />work with County and Town governments to address specific and costs, and 3) <br />review existing long -term plans for library service in Orange County. <br />The library directors submitted a draft of the report to the managers in September <br />2009 that identified alternatives for library service in Orange County. The report <br />is expected to be a topic of discussion at the November 30, 2009 Assembly of <br />Governments meeting. <br />14)Fulfill remainder of bond issuance approved by voters in 2001 for <br />soccer and Twin Creeks (Goal 6, 4 votes) <br />ERCD <br />This priority has been broken into two discrete tasks: <br />o Construction of Phase I of Twin Creeks (Moniese Nomp) Park — <br />Linear Park Greenway Trail <br />o Potential construction of artificial turf soccer field at Chapel <br />Hill /Carrboro location <br />
