ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 5, 2009 <br />Action Agenda <br />Item No. -~~ ~} <br />SUBJECT: County Provision of Recycling Service for County School Facilities <br />DEPARTMENT: Solid Waste <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Memorandum of Understanding for <br />Recycling Collection Services at <br />County School Facilities <br />INFORMATION CONTACT: <br />Gayle Wilson - 968-2885 <br />PURPOSE: To enter into a Memorandum of Understanding with the Orange County Public <br />School System to provide recycling collection services to Orange County public schools and <br />other school system facilities. <br />BACKGROUND: Despite the existence of an extensive public recycling program in Orange <br />County as operated by the Department of Solid Waste Management, both public school <br />systems (Chapel Hill-Carrboro City Schools and Orange County Schools) have historically <br />contracted privately for recycling collection services. <br />During the spring of 2009, contact between the Department of Solid Waste Management and <br />the Orange County School System resulted in a discussion of the possibility of County-provided <br />recycling services for the County schools and a request that the Department of Solid Waste <br />Management submit a pricing proposal to the school system for the provision of recycling <br />collection services at County schools and facilities. Solid Waste Management's Sanitation <br />Division has been providing waste collection services to the County School system for in excess <br />of fifteen years, and it seemed a natural extension of this long standing relationship to consider <br />the provision of recycling services as well. <br />The Department of Solid Waste Management's Recycling Division submitted pricing to the <br />School System for the provision of weekly cart-based collection of recyclables at each County <br />school facility and also for the weekly collection of corrugated cardboard including the provision <br />of bulk waste collection containers (dumpsters) from each of the twelve schools, the bus <br />garage, and the maintenance facility. The pricing submitted by Solid Waste provided for the <br />recovery of the full cost of providing the services including overhead for department <br />administration, overhead for charges by the general fund, and post-employment benefits. The <br />Recycling Division has the resources necessary to complete this work as a result of the <br />increases in operational efficiency gained during the fall of 2008 as the recycling program <br />
