As Dr. Kushner's FY 2009-10 <br />agreement will be for an amount less than $25,000, it is being presented directly to the County <br />Manager for review, approval and signature. <br />FINANCIAL IMPACT: The agreement for Dr. Sheppard is being entered into as a part of the <br />transition to in-house spay and neuter services for adoptable pets at the Animal Services <br />Center. This transition is integral to the department's operating budget for FY 2009-10. <br />The transition from outsourced contractual services to in-house spay and neuter services is <br />expected to produce significant cost savings this fiscal year. Specifically, it is expected that this <br />cost savings will enable the department to achieve its 10 percent reduction in operating costs. <br />In addition to direct cost savings, this transition will also allow staff hours to be redirected from <br />the transportation of animals to direct operations at the Animal Services Center. <br />These savings are predicated on the assumption that there will be a total of 24 hours of <br />spay/neuter service each week, provided jointly by Dr. Sheppard and the other spay/neuter <br />veterinarian. With the approval of these agreements for in-house spay/neuter services and <br />upon the completion of equipment installation, the department is prepared to initiate in-house <br />spay and neuter surgeries. This equipment installation is expected to occur no later than the <br />end of November. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the agreement <br />between the County and Dr. Claudia Sheppard for FY 2009-10 in the amount of no more than <br />$37,500 for existing consultative services, as well as spay/neuter services and authorize the <br />Chair to sign the agreement. <br />
