ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 5, 2009 <br />Action Agenda <br />Item No. ~{- ~ ~ <br />SUBJECT• Approval of an Agreement with Dr. Claudia Sheppard for Veterinary Services <br />DEPARTMENT: Animal Services <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Veterinary Services Agreement with <br />Claudia Sheppard, DVM, MS <br />INFORMATION CONTACT: <br />Bob Marotto, Director, 968-2287 <br />PURPOSE: To request the approval of an agreement between Orange County and Dr. Claudia <br />Sheppard in an amount not to exceed $37,500 that would be expended in FY 2009-10 for the <br />provision of in-house spay and neuter services of adoptable pets, as well as existing <br />consultative veterinary services. <br />BACKGROUND: This request is for the approval of an agreement between Dr. Claudia <br />Sheppard and Orange County to provide veterinary services to the Animal Services Department <br />that would become effective as soon as possible. This agreement will include the consultative <br />services encompassed in Dr. Sheppard's existing contract with the County and new <br />responsibilities as one of two veterinarians who will provide in-house spay and neuter surgeries <br />to adoptable pets. Upon the approval of this agreement, Dr. Sheppard's existing agreement will <br />become null and void. <br />The in-house spay/neuter portion of this agreement request arises from the selection of Dr. <br />Sheppard as one of two veterinarians from a group of fourteen who submitted proposals. The <br />proposals were provided in response to a Request for Proposals (RFP) that was issued by the <br />County's Purchasing Department and closed on August 31, 2009. The selection of the two <br />veterinarians is based upon experience, costs, and apparent fit with the department's business <br />needs. <br />Dr. Sheppard has served in a consulting capacity with the Animal Services Department since <br />2004. In that role, Dr. Sheppard has consulted with shelter management regarding shelter <br />protocols, practices and procedures; provided veterinary expertise and case management; and <br />otherwise provided training and services in critical areas of operation. ' <br />A second agreement will be entered into with Dr. Nicole Kushner as the other in-house <br />spay/neuter veterinarian selected from those that submitted proposals. Dr. Kushner's basic <br />responsibility will be to spay and neuter adoptable animals, but the contract will also enable her <br />
