806 <br />Commissioner Gustaveson said final approval is conditional <br />upon flood plain delineation and any redesign required in the final <br />delineation so that suitable lots are designed. Lots not suitable for <br />building should be indicated. <br />Commissioner Barnes asked who makes decisions an flood plain <br />development and what are the guidelines for making such decisions. <br />The Planning Director said lands covered by subdivision ordinance <br />require planning staff approval. There is no control over lands not covered <br />_-.. _ <br />- - - - - <br />- in the subdivision ordinance: - -- --.-. __. ._-_-'" -- <br />The County Attorney said two controls are the Health Department's <br />approval of building sites and county-wide erosion control. <br />The County Manager said the Corps or Engineers is conducting a <br />flood plain mapping project in connection with the Federal Flood Plain <br />Program. He said flood plain plan would probably be brought before the <br />Board of Commissioners this spring for approval. <br />,4genda Item 146: Preliminary Plan-Clyde H. Bowden, Phase II <br />Th e Planning Director said this is a major subdivision located <br />along state road 1946 (Bowden Road) in Chapel Hill Township. He said <br />there are 8 lots proposed in Phase II. He said preliminary approval was <br />granted on March 7, 1977 and expired March 7, 1978. Phase II wi11 have <br />public roads, individual wells, septic tanks on a total of 16.58 acres. <br />Surrounding land use is primarily agricultural. <br />Commissioner Gustaveson asked whether the mobile home park would <br />have to be rezoned before Phase III. <br />Mr. Eddie Kirk of the planning staff said the mobile home park was <br />now zoned mobile home park and would have to be rezoned residential. <br />Mr. Bowden said he was planning for Phase III some time next -year. <br />Commissioner Walker moved, seconded by Commissioner !Jhitted, <br />to approve the Planning Board's recommendation to approve preliminary <br />plat of Phase II of the Clyde H. Bowden property. <br />Commissioner Willhoit said he was not ready to act at this <br />time and moved, seconded by Commissioner Gustaveson, to table any action. <br />Vote: ayes, Commissioners Willhoit, Gustaveson, Barnes and ~rlhitted; <br />noes, Commissioner Walker. <br />
