senior luncheon program. RFP 5155 was received on July 28, 2009. Six companies submitted
proposals. After a thorough review of the submittals by the committee the following four
companies were invited to make presentations to the committee and provide sample meals:
• Bateman's -Greensboro, NC
• Breadman's -Chapel Hill, NC
• Food Runners, Raleigh, NC
• Nantucket Grill -Chapel Hill, NC
The committee unanimously recommended awarding the RFP to Nantucket Grill of Chapel Hill,
North Carolina for a fee of $3.75 per meal. The length of the agreement will be an initial period
of 8 months that can be extended up to three additional one year extensions.
FINANCIAL IMPACT: The food service contract with Nantucket Cafe, Inc. will be underwritten
with federal funds with an HCCBG grant of $109,455, the US Department of Agriculture funds
of $21,000, and the recent award of ARRA funds on September 23 in the amount of $17,893. In
addition, the senior contracted meals will be supported with town funds from Chapel Hill,
Carrboro, and Hillsborough in the amount of $25,752. County funds of $24,285 provide for the
overall local match to operate the senior food service luncheon program.
RECOMMENDATION(S): The Manager recommends that the Board approve and authorize
the Chair to sign the food service contract with Nantucket Cafe, Inc. at a reimbursement rate of
$3.75 per meal, serving approximately 155 meals per day of operation.
The Manager further recommends that the Board:
1. amend the Department on Aging's community based services budget to include the
ARRA funds in the amount of $17,893 in the operations account for the purchase of
senior meals; and
2. approve a charge of $5.00 per meal served to guests effective December 1.
