769 <br />Agenda Item 12: Re ort on Boulder Run Subdivision b Erosion <br />Control Officer <br />Mr. Ray Freeman said he met with Mr. Paliouras and Mr. Koumparakis and <br />Mr. Koumparakis felt it more appropriate to wait until spring to plant a cover <br />because it is so near the end of fescue planting season. The Erosion Control <br />Officer told Mr. Paliouras rye could be planted as a temporary cover and fescue <br />• could still be planted even though it is near the end of the season. Mr. Freeman <br />said there has been no action other than the meeting since October 12. <br />Mr. Freeman gave the following alternatives to Mr. Paliouras: 1) Establish <br />,. temporary cover now and plant permanent cover in spring. 2) Put in sedimentation <br />controls and maintain until spring. 3) Post bond. 4) Levy fine. <br />Mr. Freeman said he estimated bond to be $2,400. He told the Board erosion <br />and sedimentation controls could be installed and maintained for the winter but <br />would be of the least benefit to the developer. <br />Mr. Chris Koumparakis, surveyor with the Corps of Engineers, spoke on behalf <br />of Mr. Paliouras. P1r. Koumparakis said he had suggested Linebury Brothers to <br />the developer to do the seeding. He said Mr. Paliouras had seeded, limed, <br />fertilized and mulched and had done everything possible without mechanical means. <br />He said it was too dry at this time to get a good seed bed. <br />• Commissioner Gustaveson said there have been 1D4 days since the developer <br />had been in compliance. He said he wanted developers aware this was an important <br />part of development. <br />Mr. Freeman said there are three paints on the property on which sediment <br />controls can be installed. He said the last date for planting fescue is mid <br />November and wheat and rye could be planted as a temporary winter cover but would <br />not re-establish themselves year after year. <br />._ Mr. Freeman said Mr. Paliouras said he would be willing to post bond, install <br />sediment controls now and plant protective cover next spring. <br />Commissioner Gustaveson, seconded by Commissioner Willhoit, moved the owner <br />be required to install sediment controls by Friday, which he would maintain until <br />spring, plant permanent cover by April 15, 1979 and post a band of $2,400. <br />Vote: ayes, 3; noes, p. <br />Agenda Item 15: Cha el Hill Housin Authorit 's Re uest to <br />Supplement Salary of One CE A Worker <br />Mr. Lee C. Biggar was present in the audience to present a request to the <br />Commissioners that the Chapel Hil'1 Housing Authority be allowed to supplement <br />one salary under the CETA Title VI program to enable the Housing Authority to <br />have one supervisor. He said there is some concern about whether supplements <br />will be allowed and the Housing Authority would conform to state supplement <br />requirements. <br />Mr. Joe Bradshaw said the request is within our criteria. <br />Mr. Biggar said the Housing Authority would like to retain one supervisor <br />and revise one job description. <br />Commissioner Willhoit moved, seconded by Commissioner Gustaveson, to adapt <br />Chapel Hill Housing Authority's request. Vote: ayes, 3; noes, 0. <br />Agenda Item 13: Suggested Amendments to Co u,ty Erosion Gontrol <br />Ordinance <br />The County Attorney said adoption would require a unanimous vote on the first <br />reading. He said the Board would be able to approve the first reading today and <br />get a unanimcus vote at the next meeting. <br />For copy of proposed amendments, see page 773 of this book. <br />Commissioner Gustaveson moved, seconded by Commissioner Willhoit, to approve <br />amendments at the first reading including Section 9 a. as it is written and <br />excluding the word "contiguous" except in Section 15, line 3. He also moved to <br />approve amendments to existing sail erosion and sediment control ordinance. Vote: <br />ayes, 3; noes, 0. <br />
