767 <br />Commissioner Willhoit said the question is, are we going to make a long term <br />commitment to day care. He said he thought the repairs indicated that we are. <br />He said he did not see the need for day care diminishing within the next ten. <br />years. <br />Commissioner Gustaveson said he felt the decision on long-term day care was <br />JOCCA's decision. <br />Commissioner Willhoit said he .thought the Commissioners were to decide on <br />priorities and allocation of space in the building. <br />Commissioner Whitted said, as it stands now, improvements to the dining room <br />for senior citizens and renovation and relocation of Orange-Chatham Legal Services <br />are in the works and plumbers are to be contacted for work in bathrooms. <br />The County Manager said someone needs to give public works the standards <br />to go by. A person representing the Community School for People Under Six said <br />she would furnish standards. Commissioner Willhoit offered his help. <br />Commissioner Willhoit said he thought the partitioning of office space for <br />the staff should be JOCCA's responsibility since it is the layout of their office <br />area. <br />Gloria Williams said the partition would separate day care from office space <br />and provide day care with a fire exit. Ms. Williams asked what could be done <br />immediately about the bathroom and Commissioner Whitted told her p1 umbers would <br />have to be contacted. <br />Agenda Item 11A: D. Kent Scott Requests a Variance from the <br />60 foot Right-oF-Way Requirement <br />The Planning Director said Mr. Scott requested a variance from the 60 foot <br />right-of-way from State Road 1721 back to a 2 acre minor subdivision. <br />Mr. Scott said the existing 30 foot right-of~way has been there for about <br />50 years. He said there was no development or plans for development at this time. <br />The Planning Director said the Planning Board recommended that a partial width <br />be granted. He said if anyone else subdivides this property, Mr. Scott wi17 have <br />to grant another 30 feet. <br />The County Attorney said the county can only acquire an additional 30 feet <br />if the county buys the property or someone gives it to the county. The county <br />cannot legally require anyone to give them the land. <br />Mr. Scott said his uncle owns the entire right-of-way and, if his uncle <br />wanted to develop the property, he would give him the additional 30 feet. <br />Commissioner Gustaveson said he thought there should be a fixed condition so <br />additional right-of-way would be granted upon approval of the variance. <br />Commissioner Whitted said if Mr. Barringer developed his property that an <br />additional 30 feet would have to be added to the right-of-way. Mr. Scott said he <br />thought Mr. Barringer would came in from Old No. 10,which is a paved road, if he <br />decided to develop his land. <br />Commissioner Willhoit said he did not understand why a variance should be granted. <br />The road passed Mr. Scott's property, so what would prevent additional lots being <br />subdivided along this road. Mr. Scott said any additional subdivision would have <br />to come before the Planning Board for approval. <br />The County Attorney explained the Board was not granting a variance but <br />approving a partial width right-of-way. He said by granting a partial width, the <br />Board could come back and ask Mr. Scott to give an additional 30 feet if development <br />occurred. <br />Commissioner Whitted said any additional development would have to come <br />through the Planning Department. <br />
