766 <br />Commissioner Willhoit suggested getting a plan proposed for Community School <br />for People Under.5ix ready to meet building inspection and fire inspection in <br />Chapel Hill. <br />Commissioner Gustaveson suggested getting started on ramps far senior <br />citizens, repairing and painting walls and ceiling, installing outside door, <br />building a Foyer at the side entrance to cut off drafts and replacing three window <br />screens in the dining room priority items. <br />The County Manager said the county could do these things but he would like <br />to complete insulation first before moving to these items. <br />Gloria Williams asked about renovating and relocating Orange-Chatham Legal <br />Services and who should be responsible for plans and layout for changes needed <br />in Community School for People Under Six. The County Manager said the engineer's <br />estimate was $5,000. <br />Commissioner Gustaveson said layout and having plans meet standards for day <br />care should be JOCCA's responsibility. <br />Commissioner Willhoit said since it is modification of a county building, the <br />county public works department should make the drawings and get approval, <br />Commissioner Gustaveson asked the County Manager to tell department of <br />public works this was a high priority. He said he would like to See the repairs <br />for senior citizens and renovation of Orange- Chatham Legal Services begin <br />immediately. <br />The Finance pirector said the county had a serious problem with personnel. <br />He said there were only two county people in public works and the rest of the <br />labor would have to come from GETA personnel. He felt money should be appropriated <br />for full time personnel. Public works cannot take on this burden without sacri- <br />ficing other county needs. <br />Commissioner Gustaveson said the Board might need to consider additional <br />personnel in public works department. <br />The County Manager said he would get started on repairs for senior citizens <br />in the dining room and the renovation and relocation of Orange-Chatham Legal <br />Services then he would talk to public works about manpower. <br />Commissioner Whitted said he would like to address the manpower problem. The <br />County Manager said he would like to talk with public works first He said public <br />works bore the responsibility for services at Northside the last six months and <br />Efland-Cheeks Multipurpose Center day-to-day operations. <br />Commissioner Whitted said he would like to discuss the needs of the department <br />of public works at the next meeting. He said he would like to move ahead with <br />insulation, repairs to the dining room for senior citizens and renovation and <br />relocation of Orange-Chatham Legal Services. <br />Commissioner Willhoit said he would like to get an indication of what is <br />needed to provide hot water in the bathrooms. <br />Ms. lilliams said she would like to see the repairs to toilets for Community <br />School for People Under Six. <br />Commissioner Gustaveson said we need drawings and to tack to public works so <br />we will know what is needed. <br />The County Manager said the overriding problem is for the Board to decide haw <br />they want to use the building so an architect can design what is needed. He said <br />an expenditure such as the toilets might be ruled out in the final design. <br />Commissioner Whitted said the Board did not have an overall plan for the <br />building but did have a report that the building was structurally sound. He <br />said he did not want to do something now that might have to be undone in the <br />future. <br />
